Union Cabinet reshuffle today
ITANAGAR, Jun 16: The much talked about reshuffle of the Union Cabinet will take place on Monday, ahead of which CP Joshi and Ajay Maken stepped down as cabinet ministers.
Both Joshi and Maken had handed over their resignations on Saturday night. Their resignations were accepted by President Pranab Mukherjee on Sunday with immediate effect, a Rashtrapati Bhawan communique said.
The reshuffle will take place on Monday evening, a Rashtrapati Bhawan spokesperson said.

ITANAGAR, Jun 16: Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) Chairman Jalley Sonam yesterday visited the fire victims of Poma village and distributed some relief materials along with cash amount.
Sonam urged the workers to register their names in the Board to avail lots of benefits and also explained them on how to avail those benefits.
“I am always with the poor and the needy people” he said while exhorting the workers to give more attention towards the education of their children.

Chairing the meeting, its GCP Yachang Aniya highlighted the aim and objectives of the meeting. The meeting identified sanitation including drainage systems, all weather footpaths leading towards granaries area and to find an alternate source of drinking water other than ‘Akang Sukung’ (well) on their priority list.

Man accused of making and selling fake ILP held
ITANAGAR, Jun 16: A person accused of making and selling fake inner line permit (ILP) was arrested by Banderdewa police today.
The accused Md. Saidul Islam, 40, has been arrested from Dharmapur, Laluk, Assam by Banderdewa Police led by OC SI K Dev in connection with Banderdewa PS C/No 04/11 U/S 471/468/473 IPC. Counterfeit seal and stamp of the office of Deputy Commissioner, Papum Pare, Yupia allegedly used for making fake ILP were recovered from his possession, informed City SP Surendra Kumer.
The accused has been remanded to police custody for 14 days for further investigation after producing him before the Chief Judicial Magistrate, Itanagar Capital Complex.
As disclosed before police during interrogation, over 500 fake ILPs have been prepared by him so far. The accused had been running this business since last 5 to 6 years and used to charge Rs. 300 for each bogus ILP, Kumar informed.
He used to carry all the bogus seals and stamps with him every time and prepared the fake ILPs on mobile. He kept on changing his location frequently to evade police arrest, the SP said.
The accused had been absconding from police since last two years to evade arrest after one Hanan Uddin was arrested in connection with Banderdewa police station case number 04/11.

Speaker, AAPSU mourn Pongte’s death
ITANAGAR, Jun 16: Condolence messages are pouring in from all sections of the society over passing away of former minister Wangnia Pongte in a tragic road accident near Dhemaji, Assam yesterday.
Expressing shock and grief over his demise, Arunachal Pradesh Legislative Assembly Speaker Wanglin Lowangdong in a condolence message said that Pongte’s untimely death is an irreparable loss not only for his family member, close friends and the people of Changalng but for entire state.

DC gives away machineries under CM’s Agril Mechanization prog.

RUKSIN, Jun 16: East Siang Deputy Commissioner RK Mishra has distributed agricultural machineries and implements, such as tractor, power tiller etc to selected farmers of the district under Chief Minister’s Agricultural Mechanization Programme at Pasighat yesterday in presence of district agriculture officer and other officials of the department.
Inaugurating the distribution of the agricultural implements, the DC suggested the beneficiaries to use the machineries properly to increase the productivity. He also urged the officials of agriculture department to monitor the agricultural activities of the farmers regularly and to guide them to enhance their agricultural skill.
The DC later handed over one Tractor, Power Tiller and Paddy Dehusking Machine (PMD) each to three beneficiaries of Balek, Pangkang and Mirsam villages.
Agricultural Development Officer (ADO) of Pasighat Naking Nonang informed that the department will extend farm machineries, including 9 tractors, 37 power tillers and 65 PDM to selected farmers under the scheme this year. Another group of 75 beneficiaries have also been selected for providing Water Pump on subsidized rate under the scheme, he said.
ITANAGAR, Jun 16: Arunachal Vikash Parishad (AVP) conducted its annual meeting to review social contributory schemes of the organization here yesterday.
Presiding over the meeting, AVP president Pratik Potom highlighted the various social welfare activities carried out by the organization in the state from time to time. He appealed parents to visit the institutes where their wards are studying to observe and get satisfied.

Candidly speaking, it is one of those moments, when you feel rewarded for being ‘one
of the sources’ to reflect the issue that everyone skipped fearing repercussions.
A year back, when I was looking for suggestions on the subject, many retorted with
scepticism. In spite of negative feedbacks, I went ahead with my article – ‘Sad
but true’ that revealed about the identity crisis we, the Tangsa, Nocte, Wancho and
Tutsa tribes are still confronting. The response from across the state was overwhelming
as readers flooded my ‘in-
Despite the disappointments, I had a premonition that someday it’ll stir some conscience and motivate them, at least to voice the frustration endured by these tribes. I’m glad, it finally did. Thanks to State Water Resource Development Minister Newlai Tingkhatra and Union Minster of State for Minority Affairs Ninong Ering for acknowledging the ‘identity crisis’ and navigating the significant issue from where some remarkable result can be expected in the future.
By the way, if anyone can recall my article, they will easily connect with my narration. For them who came late – ‘sad but true’ reflected about the identity crisis faced by the indigenous tribes of Tirap, Changlang and Longding due to lack of credible ST status. It also explained why the Serial No 10 of the Schedule Tribe Notification (Constitution) 1950 Part XVII Arunachal Pradesh bar the indigenous tribes the liberty from using the name of their tribe on the ST certificates.
According to the Scheduled Tribe Notification (Constitution) 1950 of Part XVII Arunachal Pradesh these major tribes are not included in the Scheduled Tribes list. However, these tribes are being issued ST certificates as ‘Any Naga tribe’ by the respective Deputy Commissioners as per the provision given in Schedule Tribe Notification (Constitution) 1950 Part XVII Arunachal Pradesh.
It is mandatory to use the word ‘Naga’ as suffix or under the bracket along with
the name of our tribes (Tangsa, Wancho, Nocte and Tutsa) in the ST certificates.

As per the notification, here is the list of recognized Scheduled Tribes of our state – 1. Adi, 2. Aka, 3. Apatani, 4. Nyishi, 5. Galong, 6. Khampti, 7. Khowa, 8. Mishmi (Idu, Taroon), 9. Momba, 10. Any Naga tribes, 11. Sherdukpen, 12. Singpho, 13. Hrusso, 14. Tagin, 15. Khamba
In such backdrop, the assurance of Union tribal affairs minister V Kishore Chandra S Deo to extend all possible help in working towards a constitutional amendment for recognition of Nocte, Wancho, Tangsa and Tutsa tribes as scheduled tribes (STs) has come as a silver lining. The assurance came when Tingkhatra and Ering called on Deo in New Delhi recently.
The duo also elaborated how these tribes were facing problems for not being recognized by centre as separate entities from ‘Any Naga tribe’ and requested the Union minister to bring an amendment to the Constitution (Scheduled Tribe) Order, 1950 to delete the words ‘Any Naga Tribe’ from the state's ST list in the larger interest of the people.
Honestly, no matter what we say but one can always feel the pain that we sustain by continue living on ‘borrowed’ identity. Believe me; the recognition will give a whole new meaning to our existence.
With new optimism taking guard, disappointment has been shown the backdoor. It is inspiring when our leaders act based on the facts revealed by the print media. It has made us believe that there are still some leaders who genuinely care about the future generation.
Many may think, I’m trying to bask in someone else glory but that’s not the truth,
I’m only endeavouring to say that when something is wrote with sincere feelings substantiated
with truth, it may take some time but some day it will definitely touch some heart,
like it did -
It’ll be unfair from our part to comment preliminary or undermine the efforts that has been put forward as time will only tell whether it was a calculative political move or a genuine approach to cease the identity crisis. At present, why to dampen the mood by just speculating or analysing the situation that is under the cloak.
At this point of time, the duo definitely deserves all the appreciation for being vocal about the sensitive issue on a milieu where every individual has stitched their mouth. They have set an example by raising the issue where it matter the most and trust me, history will never forget them for their significant contribution.
As a journalist, I’m glad; I’ve been ‘one of the source’ to highlight the issue. My heartfelt thanks to both the leaders on behalf of Tirap, Changlang and Longding for gifting the future generations of these frontier districts the most priceless gift – an identity of their own. Sri Lanka no longer in UN report on child soldiers
Sri Lanka has been taken off from the UN Secretary General's annual report on children in armed conflict, the UN announced. Sri Lanka is no longer included following the delisting of all parties within their territories in 2012," the report stated.
It said that, "during the previous reporting period, all parties in Nepal and Sri Lanka were delisted after full implementation of their action plans. In 2012, no further violations were recorded by any party in those country situations."
The UN Working Group in December, 2012 adopted the "Draft conclusions on the situation of children and armed conflict in Sri Lanka" thereby closing the dossier on Sri Lanka in the Security Council.

Death soul deserves justice
Dear Editor,
Though never does time stand still, I still hold on to the moment he was here. How I wish this turns out to be a nightmare and the dawn cast it away, but we still console our self holding on to the virtuosity of my dream of mortals rising out of their graves.
Here is our mention of Late Nani Tama, whose innocent desire to visit Pasighat for first time on 26/11/2012 came to a tragic end on 27/11/2012. Had it been a natural death, I wouldn’t have been writing this letter, for I would have consoled myself of it being the deed of nature, but unfortunately, he became the victim in the hand of heartless persons having inborn criminal mind with no reasons.
Such a heinous crime have never been heard before, which agonized us and shocked in the grief of losing him we mourn his death. How can we get rid of the feeling of uneasiness of what trauma he must have under gone, suffocating underneath the earth, dying alone unseen, unattended far away from his family. In the state of drunkenness, from a fight born out of a mere brawl, my brother was a victim of the barbaric deed of the people, who having forgotten human piety, humanity and ethics threw him into the dark dungeon from where we can never release him.
All of us would have been oblivious of such an event till the mindless culprit Mr. Kaling Lego of Silluk and Taga Taloh of Pasighat were arrested.
These criminals have done an irreparable damage to the family and also to the society. His death calls for justice, although his suffering was never hyped by the media and organizations like unfortunate case of Tongam Rina and Late Bomjen Gapak, but he being the son of the land seeks justice from the law of the land. Although his death passed away in oblivion, his call for justice needs to be amplified and justice can be done by inflicting the same on the criminal, keeping the utilitarian aspect of punishment we call and demand for “AN EYE FOR AN EYE” & “A LIFE FOR A LIFE”.
Further expressing my gratitude I on behalf my family, I thank the police force of Pasighat in solving the mysterious case and for arresting murderer Kaling Lego and Taga Taloh, who deserve exemplary capital punishment for their inhuman deeds.
We appeal to the law to deliver justice to give the peace to his departed soul.

Bandh serves no purpose

Bandh for any reason or by anyone does not bring any solution to any problem. The
All Nyishi Students’ Union (ANSU) called a capital bandh on 11 June 2013 demanding
arrest of the culprits of the Bomjen Gapak murder case. The question now is that
does the bandh help in anyway to arrest the culprits? The student union may claim
that its bandh call has been a huge success. But success does not mean empty streets
and closed offices. The success should be measured in terms of its achieving the
objective of the bandh, which is arrest of the culprits. The investigations into
the case must be there where it was before the bandh. In fact it must have lost out
on one day as the entire police force must have been put on law and order duty on
the day. People of the state capital have the habit of remaining indoors when anybody
calls a bandh. For government employees it is a god-
Another interesting point of this bandh is the interest shown by ANSU on the Tongam Rina shooting case. Where was ANSU all these time? Why were its leaders silent for so many months and what made them raise the issue at this moment?
The Nyishi Elite Society (NES), in its recent general conference, had decided to say ‘No’ to bandhs. ANSU was also a party to the decision, which was widely circulated through the media in form of news item. Now, with this bandh, has ANSU detached itself from NES?

DC Aalo setting new trend
Dear Editor,
It is a refreshing sight to see the Aalo DC's vehicle headlight being covered when
he himself is not travelling in the official car. It is a new trend in our society,
which is known for its showbism more than the substance in every aspect of life,
and the open flouting and misuse of headlight is a common practice. So much so that
the family members, ayas and drivers are seen in the town openly using the headlights
doing grocery shopping which is totally illegal. The present DC is setting a right
example before the public by strictly following the guidelines. If the guidelines
are followed religiously many of the present head light users would be stripped of
its privilege. Please continue the good work and my appeal to those illegal users
